Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
